EDASCAL is administered primarily in a democratic manner. Although we have directors who are often authorized to vote when issues arise, clients, staff and many donors are also authorized to vote on the same issues. This form of administration significantly reduces the likelihood of smaller groups exploiting EDASCAL for personal gain.

Clients, staff and many donors are authorized to submit proposals for amending EDASCAL's bylaws. Although the general public may not be pre-approved for this amendment process, the public is welcome to offer suggestions that, after granting permission, may be officially submitted and cosponsored by someone who is authorized to submit a valid proposal. For this reason, the general population is welcome to make suggestions to improve EDASCAL policy.
